About Us

 
 

The California Child Welfare Co-Investment Partnership is a collaborative group of state agencies, foundations and other nonprofit organizations whose purpose is improving the lives of children and families who are in or are at risk of entering the state’s child welfare system.

 

Founded in 2006, the partnership is based on the premise that funding and support for child welfare programs that serve California’s vulnerable children and families must be coordinated and leveraged to have the greatest possible impact.

This has never been truer than it is today – a time when we face finite resources and an increased emphasis on outcomes and accountability.

The Partnership’s Advisory Committee is made up of nearly 40 diverse organizations that inform and advise the Partnership about its work and priorities.

The Advisory Committee plays a critical role in helping to set the Partnership’s priorities and meet in workgroups that help to carry out the work of the Partnership.

Staff Support

 

A team of highly qualified personnel support the Partnership and help carry out its work. The Child and Family Policy Institute of California provides staffing and support for the Partnership and helps link the work of the Partnership to related efforts in the state.

Key professionals include:

 

Joni Pitcl, Project Director [email]
Joni provides overall direction and support to the Partnership for its projects and initiatives. Joni sits on the Partnership’s three-person management team, coordinating all aspects of the Partnership’s work. She has specific responsibility for facilitating Partner and Advisory Committee meetings and supporting policy related Workgroups. Joni also develops materials as directed by the Partners and works closely on public education and outreach.

Stuart Oppenheim, CFPIC Executive Director [email]
As the Executive Director of CFPIC, Stuart facilitates the work of the Partnership with a number of other critical efforts within the state. He sits on the Partnership’s three-person management team and co-chairs various ad hoc workgroups.

Crystal Luffberry, Integration Director [email]
Crystal has responsibility for ensuring that Partnership initiatives are integrated with related statewide system improvement strategies. She sits on the Partnership’s three-person management team and has direct oversight for several key projects, including California Connected by 25, the Independent Living Services Transformation Breakthrough Series Collaborative and the Child Welfare System Improvement Fund.

Gayle Wilson, Integration Manager [email]
Gayle facilitates the integration of Partnership initiatives with related system improvement strategies. She also develops grant proposals, budgets and agreements related to various system improvement strategies, and assists with Partnership workgroups.

Risa Sandler, Grants Manager [email]
Risa serves as liaison with foundations, the California Department of Social Services and subcontractors on grant management issues related to the Child Welfare System Improvement Fund. She also coordinates fiscal processes for CFPIC and its various contractors and subcontractors.

Desiree Webb, Accountant [email]
Desiree processes vendor and contractor payments and provides reports to the Partnership on grant budgets.

Mia Stizzo, Project Associate [email]
Mia provides administrative support to the Partnership and directly supports Partner and Advisory Committee meetings.

Cathy provides account management and financial services that support the Partnership.

Renée and her colleagues provide support for the Partnership’s public education initiatives.
